I'm sure for some people it is an incentive, but I wouldn't say that it's an incentive for the majority at all. The people who use it as an incentive would have tried to find some other way to scam more money. The majority of people on it (at least the ones I've met, so take it for what it is) desperately want to improve their situation and get off of the programs. It's humiliating and demeaning to them. Most people don't want to be dependent on someone/something for their livelihood.

I've seen it first hand in Europe, more prominently in Germany. The German government, since WWII, has paid out largess to citizens in welfare and for each child born to a woman (note: not to each "family"). This has forced European economies into Socialist Democracies some of which now must beg fellow members of the EU for "loans" to support their nations socialism.
