It can get that way where I was born, in Birobidzhan. Right now the wind chill is not very much. I guess it feels like it's 12F where I lived now. Last week without wind chill it was -16 in Birobidzhan. Today I think it's 2F there. In St Petersburg right now, its 32F. It's warmer there than here.
The coldest temperature recorded was at Vostok Station, Antarctica in 1983. It was -127.6F. I know how to stay warm in the cold. I like being outside in the cold then going inside or into a banya. However, -127.6, without wind chill calculations, makes me shiver just reading it. No way. I like normal cold. I don't even wear a coat until it's about 25F (unless it's windy) but I carry one with me and leave it in the car. If it's windy or extremely cold, I wear the coat, gloves and an ushanka.
