The Ohio State University attacker was an ISIS sympathizer and Somali refugee. Would President-elect Trump's plan to temporarily ban immigrants from countries with terror ties help prevent attacks in the U.S.?

Yes. Abdul Razak Artan was from Somalia. Somalia is 99.8% Muslim and home to Al-Shabaab, though it has been losing strength in the last few years. Al-Shabaab even attracted 3 Americans to go fight for them. Two of which were white converts (one was killed in a gun fight on his way to slaughter those in a barracks, I believe).
With extreme vetting the question could have been asked why he was coming. What was he fleeing? Did he live in an area of mass killings? Then was he on the radar of any countries terrorist list. Facial and fingerprint identification. He might not have gotten in.

I don't think so. It would likely work as well as a gun ban. Those who want to get here or want their guns are going to get just that anyway.
