Yep. I watched someone download a song from a website without paying for it. Since stealing music that way is a Federal crime (copyright law) and a felony, then of course I witnessed a felony. I am amazed so few here say they haven't witnessed a felony. I bet they did.

Two words. Concealed carry!! Look at crime stats for Florida before and after. Makes a big difference. Most criminals are pussies and don't want a fair fight. Guns make them feel powerful and if it might be a fair fight they run and look for someone weaker.

A senior in high school at one of our school dances beat the truancy officer to unconsciousness. Then he tried to choke his ex girlfriend. Thankfully, he was expelled from the school when they got him to the police station. That was last year, and he still hasn't graduated.

Back in 2001, the morning news was reporting that a building was on fire in Manhattan. I was watching as an airplane flew into a second building. So yes, I've witnessed a felony, along with a few others that day.

not even, vandalism counts as a felony if the damage is over a specified dollar amount. In my two cases, it was over $1,000 to repair, which made them felonies. Theft/larceny is usually a felony if above $1,000 as well.
Examples of misdemeanors: petty theft, assault, public intoxication, prostitution, trespass, vandalism.
Examples of felonies: murder, rape, arson, treason, terrorism, kidnapping, & burglary.

FIAT, we only know if something is an epidemic if we track it. If the same people are committing the same crime repeatedly, the approach is different. I don't care if that WA officer is annoyed, that's his job. Tracking, studying, and taking the most effective action could prevent it.
