Obamacare is primarily a way to eventually nationalize health care and create a single-payor system. The main goal is control, not so much wealth redistribution.
Your question implies that the act's primary goal is to distribute wealth. It's goal is to distribute the cost of care among the healthy. All insurance policies work this way. By reducing health costs all should benefit - admittedly in theory.
I don't know what's the argument against healthy people having a health savings account to be used when YOU get sick - or only used for others if you die.

Health care is a right because those who can't afford it aren't able to seek help for their medical issues and so they remain untreated. I'm too tired to properly phrase this but it isn't fair to deny people the chance to be healthy.
