Military juntas seem easier to overthrow than Theocracies because a theocracy usually has a radical base of support made up of people who think going against the gov. is like going against God or something.

I'd also go military because they would be easier to fight. Military tyrants have a smaller base than religious tyrants who usually have followers in all aspects of the society.

At least the military guys TRY to act with some honor.
The religious guys hear only what's convenient for them to hear from God.

I'm sitting here trying to come up with military tyrants with honor. Whom do you have in mind?

Not the tyrants, the soldiers; better than zealots.

Neither is a good choice.
