No, cross burning is more than harassment. It's also a hate crime.

What makes an action a hate crime? A cross burning would signify hate toward a group, yes. What does it signify when people from another country burn an American flag here? Could that also relay hate? Or someone burning a Mexican flag? At what point

... burning a cross is generally done as a form of harassment towards individuals (such as the black family that just moved in).

Protest against the government is constitutionally protected. Harassment of people is not constitutionally protected.

The Supreme Court agrees with you, I have to admit, I did find the difference in these results odd. More people are in favor of allowing cross burning as free speech.

I wish I knew. It's a fine line. And it breaks my heart that hateful people/groups are protected. Like the westboro church protests.

Yes they are a disgrace. But I would say they have a cause unlike some of the flag or cross burning, which in my opinion is just to cause controversy.

Virginia v. Black (2003) stated that cross burning was a form of intimidation and outlawing it is constitutional

Thankfully, I have a nice mix of all parties, don't think this would be a decent representation of America if I didn't.
