Education standards should be set at the state level. Or does the Virtual Congress not lomger believe in federalism?

Yea. While I think this is standard in most states, such as mine, teaching students about moral values and rights- without touching on religion- is a good, secular way to show the young of this country how best to live their lives. Not by making a certain amount of money, but doing whatever cleanly with good repute.
Isn't ethics already a class in a lot of high schools? Everyone in my high school has to take it.

Secular Ethics Act
Whereas, both religious and moral understanding of different world perspectives in the United States is lacking, each public High School shall be required to offer a "Secular Ethics" course that would teach students different theological and moral principles around the world. The course shall in no way try enforce students to adopt any religion or beliefs, or infringe on their 1st amendment rights.
