Countries A and B are scheduled to take the same bus to the Olympic Opening Ceremony. Country A enters and blocks Country B's delegation from entering the bus. Should Country A receive punishment from the IOC?

Why would the Olympic Committee punish a team for something it's players did *while not at the game?*

That'd be like a kid getting punished at school for something he did at home. It makes no sense.

The Olympic Charter (for better and/or worse) applies beyond just the various athletic events.
