If you try to neuter any social and moral responsibilities from public schools and society, the "sense" will be that amorality is the norm.

Both. A lot of times the schoolhouse to teach kids about respecting others and not being a bully.

If I say private, then how do people without intact families do it.

If I say public, then what if those values conflict with ones upbringing?
