Do you believe that nonviolent first time offenders and drug related criminals can and should be given another chance and rehabilitated instead of being locked up?
I depends. Was the drug offense selling meth to high schoolers? Was the first time offense non-violent offense stalking? There are some scenarios where there should be some jail time for these types of offenses.
