Not solely but taken into consideration with other things like qualifications. However, if he had a giant swastika visible, I'd say no.

Yes. It has nothing to do with any personal opposition to tattoos, but if you are in a customer facing role in a relatively conservative industry, I'd need you to be able to cover any tattoos.
