You have a job. After all expenses (housing, utilities, transportation, food, insurance, and taxes), you have $37.50/week to utilize. Is this a living wage for a single person?
Just barely. There is always something that comes up to take those last few dollars.

I voted no based upon your list of expenses provided. But, if this truly means all expenses (other than those listed), then it could be.
$37.50 is not enough to cover clothing, extracurricular activities, like going to the movies or out on the town with friends, getting your hair cut, buying clothes because you can't walk around naked, taking care of your car / paying it off or paying the lease off, saving up for a vacation with friends, buying other needed things like furniture, sheets, towels, kitchen & bath necessities etc... I can think of a ton more but I'll stop here. It's definitely not enough.
It all depends on one's expenses. If you're living in a hovel with no car, little food, etc, there's no room to make it better. If you have a great place, car, food, etc, and money left, it's plenty.

Expenses are paid and there is money left over, then yes. It should give the person drive to do better, work up in the company, go to school, or whatever.
