TODAY IN HISTORY: April 12, 1985 - Federal inspectors declared that four animals of the Ringling Brothers and Barnum & Bailey Circus were not unicorns. They were goats with horns that had been surgically implanted. Should Federal been used?

I imagine there was federal involvement because of interstate commerce?

I was 7 at the time and I got to go to their circus when they had the "unicorn"....I totally believed it. 😁
