It's fair if the juvenile killed a person; a life in prison is alive. The person killed is dead to their families forever. Yes a 17 yr old will grow up & mature in prison, into a controlled felon who makes only controlled decisions. At 50 yrs old he's had 30+ yrs of institutionalized living & is conditioned to that environment.
