Let's not blame just the cops; they're just the last in the line of what's responsible for the mess we have now. Start with the legislators, and any corporate pressure on them.
They enforce bad laws and their upper management go to the legislators to demand more powers and tanks. They're not innocent in this.
Decriminalization is the only thing that works. The "drug war" just fuels the prison industrial complex with no societal gain. It makes the streets much less safe than some crackhead in the alley.
This isn't what Americans are told though and most can't be bothered to put any actual thought into it
