Do you think citizens should have the right to directly propose laws (initiative) that would be tabled for vote and discussion in Congress?

Well, at the very least, they could try to follow the unwritten policy of the British Parliament. If a petition reaches a 100,000 signatures on their website, it is very likely to be debated amongst those in government and taken into consideration. Even if there's no formal requirement for them to do so, it has become common practice. petition.parliament.uk/help
