I would honestly ask him. But not before taking a picture and sending it to someone who I trust with an explanation just in case.

We don't know context, can't read body language, don't know who he's talking to, etc. Need all the details surrounding the situation to make a call. Without them, I just chose the move along option.
I probably wouldn't say anything due to the fact that he could be joking, quoting a game/movie etc.

I'd follow the guy out to his car, get his plate numbers and call the authorities. If nothing else, it could lead them to a crime ring of some kind.

Depends on the situation. I'd discreetly look if I see a bulge that may indicate a weapon. Also these days, check for Bluetooth to see whether he's in communication with someone else. I can't say what I'd do without having assessed the situation.
Well-dressed could mean a suit, in which case, his weapon may not even be visible at all.
If you see a bulge, it always indicates a weapon, just not the kind that can harm people.
