Is the Obama administration's new regulations to cut carbon emissions from power plants by 32% in the next 15 years good for the United States?
It really depends on what type of carbon they want to reduce. If they want to reduce Carbon Dioxide, that's pretty bad as CD is good for life. If they want to reduce Carbon MONoxide, that's good.

As carbon dioxide is a very good thing to have in the air , in abundance. We should never reduce that gas. It feeds plants.
Plants can only use so much. There's a balance that needs to be struck.
