For a president to be the commander in chief, he should have served in the military so as to not make rash decisions regarding the military.

Nope. That's what advisors and other military personnel are for. If the president needed that, they should have to serve in every executive position in government before the presidency.
Agreed. The President needs to heed the advice of the Joint chiefs. Obama hasn't done that. The Chairman should resign in protest.
