Funnily enough, this kindof used to be the case. Low alcohol content beers and meads were the staple drink. Water was unreliable and often had sickness carrying pathogens. So everyone drank alcohol.

BTW, my answer would've been they have to have water to make beer so you can drink the water.
That's what my dad said at first too! But then my brother made it so that there were only bottles of beer already made left.
