If the background checks for many of the recent shootings were properly done then they would not have legally obtained guns.
Passing more laws that don't get implemented won't help.

What I'm seeing here is probably an extreme drug horror trip. What's that got to do with gun violence? If you want to screen out all druggies and crazies, you'd have to make background checks for much more than guns. A lot can be used as a weapon.
PRAE - could be drugs, could be acute psychosis, could be demon possession. Two of those would be picked up with testing. As far as the "other weapons" go, how about we just limit it to anything that can kill or severely injure consistently at a
Distance or 50 feet? Would probably mean you'd need similar testing 1st time to buy bows, spears, and ninja stars. I'd be cool with that personally.
Or cars. You can barrel into a crowd. You can make a point for background checks but I suspect most people are normal when they buy the gun and craze out later. Watching a helpless unarmed woman having a freakish seizure just isn't a good example.
