Does the average MidEasterner endorse leaders who commit atrocities and fail to follow International Rules of War or are they coerced into acceptance?

I believe it is coercion. The point you make below are very good ones. Sometimes coercion comes in the form of death threats or torture; other times it comes in the form of societal pressure....

I believe the take away message is, if you do not conform, there will be consequences and those consequences will be negative.

Changing the fabric in any society requires far more action than replacing leadership. The culture itself, including moral valuesmust be considered before any hope that either financial orviolent intervention will have an enduring effect.
