Are the lives of murderers, rapist, and kidnappers worth less than those of regular people?

This is a tough one. If some lives are high value and others are low value, is there a continuum that all lives fall on where there are lives worth more than mine? More than the average Joe? Are there really, really valuable lives?

No. However, because of the personal choices of murders, rapists, etc.&the high price that they must pay for justice to be served, their lives are the only price which they can pay to try to address the demands of Justice, both for society & victims.
