Seems like a waste of time, at best. Are there really enough propane grills on the whole planet, each used probably less than an hour, average, a day, to actually be a "pollution" issue? I didn't think so.

I can't support a law that is nearly impossible to regulate. Pollution from BBQs happen in the privacy of one's own home and unless police have a warrant, they won't be able to fine individuals for violating such a law.

Furthermore, emissions from BBQs are a small drop in the ocean when it comes to pollution that harms the environment. We need to allocate our legislative resources more effectively to cap emissions where it matters most.
