Students in Kentucky were learning about our system of gov. and sent a bill to the state capitol. However a member of the state senate attached a partisan proposal completely unrelated to the students bill. Was this wrong for the state senator to do?

And I watched an interview with this 'gentleman' ( I think he was from Bowlingreen) and he was in no way apologetic.

I'm a firm believer that bills should be classified as mutli or singular subject. Meaning, if a bill is to cover several separate issues, then officials could add their own stuff, but if a bill is single issue, no attachments should be allowed.
