Where would you feel safer: inside a church or just outside a police station?
A church - but I know it's purely an illusion. I think it's because it's generally more quiet and peaceful even though that doesn't necessarily mean people will do the right thing. Of course, if I were in Paris, it would be exactly the opposite.

Pickpockets work everywhere. My sister was victimized in St. Patrick's Cathedral, NYC.
I have to say that many times I have been in a NYC church during an off hour, either alone or few others. I did not feel comfortable but I did not leave either. In my local church I do not have that fear but overall the cops would be more helpful.
There are countless number of homeless people outside churches in New York City

Outside the PD. I doubt there's much crime right there.
If you aren't involved in drug dealing and haven't informed on the mob, you have little reason not to feel safe in either place. There is remarkably little random violence in this country outside inner cities.

I don't have a very high opinion of the integrity of police, and if. You spent an hour looking into it, you might not either.

When my car broke down in Detroit (in not a very good neighborhood), I felt a heck of a lot safer when I saw that there was church going on across the street.
There was another car sitting in the parking lot on blocks completely stripped. Boarded up homes plagued the block. Streets had potholes the size of swimming pools, which is what broke my car. Graffiti doesn't bother me. My brother-n-law used to tag.
Inside church. We have several former CIA/FBI guys and I know they're still armed. I'd trust them more than policemen I don't know.

It does. The law includes the very vague term "without good and sufficient reason" which is normally interpreted as paid security for the place of worship.
