Is Net Neutrality proof that the Republican Party, at least, are partisan and a few of the followers don't fully think things through, or are they just afraid to have Ted Cruz look bad/admit that a republican was working for a Comcast donation?

interest groups. It doesn't have to be for nefarious purposes, but interest groups can be so powerful that it's only prudent for a politician to pick certain interest groups to side with the plurality of the time. This happens regardless of party.
