Should people be allowed to skip voting for something, for example gay rights, if it does not apply to them in any way shape or form?

The key word in the question is "allowed". It is not the role of a government committed to individual liberty to tell an individual what they can and cannot vote for, this includes the choice to abstain from any vote.

I agree. There's no requirement that you vote at all let alone vote on every single thing on the ballot.
