The GCC have began development on a test to find out if a person is gay in order to ban them from entering and if already in their countries will be punished by prison or death. Should the U.N. Sanction these nations for human rights violations?

Countries should be free to ban people from entering on whatever conditions they want.

"Tolerance" is a western value, and not one these countries share. We aren't supposed to impose our values on other countries, right?

That being said, I don't think there's a valid test for this, and they're going to end up looking stupid.

We don't have a right to dictate to sovereign nations who they can or can't allow into their countries.
And in this case, interfering puts homosexuals at real risk because we aren't going to change their anti-gay laws.

The unintended consequence of this sort of thing is that we'll have homosexuals in these countries being imprisoned for being gay.

Then you'll be forced to support the country's right to enforce its own laws, as you did with sgt tahmooressi.

It seems to me that turning them away at the gate is the humane thing to do, given that allowing them in is going to put their lives at risk either from the govt or an angry mob.

I can oppose unjust punishments for unjust crimes, _and_ recognize that a country has the right to control its borders and keep undesirables out because those are two unrelated policies.

No it does not. Iranian government will pay for you to have a sex change if you are gay, or you are subject to imprisonment. They no longer have life imprisonment but when you're out if you survive, you're subject to harassment and beatings.

I'm not sure really. The only potential negative if it got out of hand is that Saudi Arabia has a seat on the UN Security Council and has about as much power as the U.S. In the UN. Plus we get a lot of stuff from them and they buy a lot from us.
