Not really. The COTUS says the
Congress has the power to declare war. It doesn't say they must, and it doesn't say how a declaration is made. Congress didn't declare war on AFG or Iraq fore example, but they did authorize military action. 297-133.

I agree. I feel like if you're going to send troops into combat there should be a declaration of war or don't fight
