A man want to make a point that sometimes it is okay to negotiate with terrorists. He takes a 5 year old child hostage and promises to release her if the police pays him one dollar. If they do not comply, he will kill her. Should the police pay?

Take the shot, kill him if possible without harming the kid. If not save the kid. The one thing I would have trouble doing,once the kid is save, is with not killing him any way. Not just for being a waste of life but because he used a child.

I understand the point of not negotiating - it rewards the terrorists for their actions, potentially encouraging them to do it again. But I also understand that sometimes there's an actual goal on the line that is achievable with negotiation.

Pay him, then when he releases the hostage, for every second he held her hostage hold him in prison for 10 years, IE 10 seconds equals 100 years prison time. And tell the inmates he harmed a child! There are better ways to get your point across.

If that were possible to do without endangering the girl, I'd be all for it. Sends a message and saves the day, win-win. However the question was ambiguous on how much intel the police have; it's hard to shoot him if they don't know where he is.
