Should the United States ever negotiate with terrorist groups like Al Qaeda?

The reason why I say yes is because prisoner agreements. There only insurgents and basically target practice

By definition a terrorist is someone who kills and creates mayhem to advance a political objective. Negotiation means they win because it shows that their tactics work.
I would support a complete withdrawal from their countries which will satisfy a portion of their issues, but we can't negotiate else things will get much worse, IMHO.

Absofuckinglutely we should. We use "diplomacy" with non-state actors all the goddamn time, including terrorist orgs (Syria comes to mind). This whole "we don't negotiate w/ terrorists" idea is a farse, and a foolish idea to begin with.
