Lots of Americans live in Costa Rica and must communicate in Spanish to conduct business. Should Americans expect Costa Ricans to speak English or should they learn Spanish?
If the Costa Ricans want to do business then they better learn English or lose the business. I have something you want...you will speak MY language.
When you're in the USA, England, or Australia, speak English.
When you're in the host nation, you will speak their language if you want the goods/money. Can't be bothered? Someone better then you will come along and make money. Don't be a hypocrite.

They'll find it easier if they learn Spanish, but they'll get by fine without it.
If they're living in Costa Rica, they'd best brush up on their 'por favors' and 'de nadas.' If the Costa Ricans are coming here, it's only polite that they return the favor and learn English.
Spanish, it's a bit egocentric to expect an entire country to change for you.
If it's not our country, we should respect and learn the language predominantly spoken there. Too bad that doesn't happen here.
If you live in Costa Rica, then yes, you should learn Spanish. If they're coming stateside, they either need a translator out to learn English.

In my old neighborhood in Brooklyn most store names are in Russian yet the employees all speak English and are not from Russia. When I lived in the city I knew many people who couldn't be bothered learning English despite living here for many years
Can they function outside of their neighborhoods? At the post office, DMV, etc?
I don't think it makes sense for the majority to be required to bend over backwards for the minority, and I don't think the opposite should be true either. That said, there should also be no whining when a Costa Rican can't find work or business...

Obviously learn Spanish. Just like immigrants coming HERE should learn English.
Except Spanish is the official language there...
