International Law does not trump the law of a Sovereign Nation, unless said nation allows it.
I said "Internal Law," but I would have preferred to say "God's Law." I feel sure that that's what you meant, though, since when we become God's children, we internalize His Law.
I am vastly in favor of city states. That allows local efforts and applied wisdom to better reflect outcome based governance.

Supreme is synonymous with sovereign. Nations are sovereign and therefore there laws are supreme.
There is no real internet law.
