No White. Those are called executive orders and they have been used for hundreds of years. The president is the chief executive he is supposed to direct the bureaucracy in interpreting the laws of Congress. Which is why he can do these things.
He has also given a remarkably low amount of executive orders compared to other presidents. That's one thing he has actually done rather well with until recently.
