That doesn't really make sense to me, unless it refers to just all the people in the universe. The ocean is made up of waves. The universe isn't made up of people. I may be missing something here.

Layman's terms, you and the universe are one and the same. Most people view themselves as someone in the universe instead of being one with the universe.

An individual drop of water to the wave is nothing, but as a whole, the wave is powerful. Same with people. An individual is not so powerful but the group of billions is.

If every man, woman, and child were a drop of water, we'd barely fill up a standard, backyard swimming pool.

(That's 10 drops per mL= ~3000 gallons/billion. 7+ billion people. 20000-30000 gallons in a standard swimming pool.)
