Virtual Congress Vote. This bill is brought to the floor by Congressman Skinner (R, Mass.) Fiscal Responsibility Act of 2013 - Sec. 1: This bill shall take effect at the start of the next budget Sec. 2: The Federal Estates Tax is hereby abolished.
