Student A (under-funded inner city school) loves music/has great potential but her school's resources are limited so she practices by herself. Student B's parents send her on a three-week music camp in Vienna. Which resume looks more impressive?

There are no underfunded schools in America. Regulations may stop school boards from using money appropriately, but we spend more per student by far than anywhere else

Student A shows initiative, and should be considered at least as viable as B.
