Where is that money going to come from?

Train all you want, more lower jobs need to be created before they can be filled, also not everyone wants to work.

The most important thing I believe we should do with the welfare system is require all recipients to attend, complete and pass a class on handling finances. Without that any money given through the welfare system is pointless.
