That question is clearly answered in the Federalist Papers. Madison intended all able bodied US citizens to have access to the same weapons as regular infantry soldiers, regardless of the time period.

Go read the Federalist Papers and your question will be answered.

Madison intended every citizen to be armed with the same weapons that a regular infantry soldier would be issued with. The purpose of the 2nd amendment was for the citizens to be able to fight our military and defend the country from invasion by foreign militaries.

I would tell him all the things the federal government is involved in, including declaring healthcare a right, and ask why the following words weren't put in bold and underlined: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the States respectively, or to the people.”
