No. Regardless of whether or not it's overreach, it's too broad, as Pam said. There are many activities that could do more damage to a fetus than having a glass of alcohol.
Drinking alcohol is too broad. A glass of wine at dinner once or twice during the third trimester would not raise to the level of a chargeable of fence, IMHO.
On the one hand I'm wary of adding yet another crime to our insanely long list of crimes.

If the mother decides to abort then no, but if she decides to go through with it and have the baby then yes. Presuming she drinks a lot
