Should you offer forgiveness to someone who shows no remorse for their evil deeds?

Forgiveness lets the victim let go of the hatred. It's important in moving on. And quite rare.

Forgiveness benefits the one doing the forgiving, and can be as torture to the forgiven, though if done for that effect is not sincere and of no benefit.

Talk about evil deeds. There's now a strain of bacteria in China that's immune to all forms of antibiotics. The MCR-1 gene can be transferred to other forms of bacteria. Thanks to the Chinese meat industry.

Yes. Forgiveness doesn't have to be conditional, and offering it might help that person to feel remorse.

No, unless you want to. And so far as forgiveness being for the forgiver - you don't have to forgive to move on or let go of hate.
