the question was more about whether or not men should be held accountable for this act. whether or not they are to blame. since so frequently when women come forward with cases of sexual assault, they are blamed.
This is how I read the quetion: if you're raped, it's somehow you're fault, because you should have been more responsible. If your husband beats you...you're fault! You should have been smarter about your relationship choices.
If it's about who should be held accountable then I completely misunderstood your question. We all should be trying to avoid injustices to ourselves therefore I answered yes. But I vote no in the context you meant it, as in it's not her to blame.
Well she sure as hell better not be *depending* on someone else to be there to stop it if she is targeted. Not learning at least basic self defense &/or carrying some kind of defensive weapon - learning to listen to one's "little voice" & being aware of what's going on around you is just common sense. Which does *not* eliminate responsibility for men to behave themselves, but no point in making it *easy* for them either!
You may not be able to stop it, but you definitely won't if you've taken no steps to *try*. If unsuccessful, at least you know you did everything you possibly could do to protect yourself.
