Should people in US territories such as the US Virgin Islands and Puerto Rico be able to vote for president and have representatives in Congress?

They should become states first, then they can have their votes and representatives.

Only on vacation, so my representation is about as valid as the observers that US territories have in congress. Lol.

If they decide to become a state, absolutely. Until then, nope. They don't pay federal income taxes, so they don't get representation in our government. That being said, I do believe DC should get full representation.
