In September 2020, Governor Gavin Newsom issued Executive Order N-79-20, directing the California Air Resources Board (CARB) to develop regulations so that by 2035, 100% of new cars and passenger trucks sold in California would be ZEVs.
• Implementation: In August 2022, CARB adopted the Advanced Clean Cars II (ACC II) regulations. These set a ramp-up schedule for ZEV sales:
• Model year 2026: 35% of new sales must be ZEVs (including battery-electric, fuel-cell electric, and plug-in hybrids).
• Increasing annually, reaching ~68% by 2030.

• Enacted: Signed into law by Governor Gavin Newsom on July 15, 2024, and it took effect on January 1, 2025.
• Core Provisions: The law prohibits public school districts (local educational agencies) from enacting or enforcing policies that require school staff (teachers, administrators, etc.) to notify parents or guardians if a student:
• Requests to use a different name, pronouns, or gender expression at school that differs from their assigned sex at birth.
• Seeks to socially transition in ways like using facilities or participating in activities aligned with a different gender.
• Expresses information related to their sexual orientation, gender identity, or gender expression.
