I believe they are free everywhere in the U.S.

It happens. My grandmother never learned to drive, so never had a license or other state ID, and rarely left her house outside of someone driving her to the store. She never even had a social security card or birth certificate until about 5 years before she died, when my aunt went through a grueling battle to get her paperwork, which is also when our whole family learned that the name she’d always used and gone by, and had on all legal paperwork wasn’t even the name on her birth record, and also why it was so diffuse to get her SS card and birth certificate issued. Incidentally, when my aunt finally got her records located and told they told her my grandmothers real name, they asked if she wanted it changed on record, so my grandmother said to have them do it, and they did without question.
