What's more important to a countries populace? Illusion of peace or illusion of strength?

Seems like the only reason anyone would fall for the illusion of strength is to bolster the illusion of security that their illusion of peace is based on. Strength, illusory or real, is at best a means; never an end. But neither illusion has any value.
